Construction Experience/Personnel
Marlar Engineering Co. Inc. provides quality control and provides construction observation and administration with four (4) construction observers. Our Firm can provide either full time or part time construction observation. Over 95% of Marlar Projects are completed under the Client’s construction budget and over 84% are completed under the construction contract amount.


Construction Observers
  • Ray Hickerson: He has been with Marlar Engineering Company since 1993 and has observed construction exclusively on streets, roads, and utility relocation projects for that entire period.

  • Joe Elrod: He has worked for our company since 2000 and has been the construction observer for the $ 3.3 million Paron Water System including 100 miles of waterline, 3 tanks, 2 pump stations.

  • David Roswell: He has been with our Firm since 2001 and was an inspector with the NLR Water Department for 16 years. Mr. Roswell was the construction observer for the North Hills Blvd. Widening project and the Willow Beach Waterline Project.

  • Marion Pruss: Marion has been with our Firm since 2005 and previously with the NLR Water Dept. where he worked as a construction observer. Marion worked on the Paron Water Project and numerous street and drainage improvement projects in North Little Rock.

  • Survey Crews: Our four (4) survey crews have provided survey staking and baseline surveying, right of way staking for all of the above referenced projects. Two party chiefs have been with Marlar Engineering Company for 20 years each. Our survey equipment includes total stations, date collectors, GPS equipment and receivers, and GIS Software.
